College Scholarship/Government Grant Help (10 Points)?

Why does my friend, who got a (WAY) smaller ACT score than me, get a GOVERNMENT GRANT while I who got a pretty good ACT score have not gotten too good deals with scholarships ( Only about 10,000 dollars) ?? Colleges/Universities should seek to find the ones who go out their way and study harder with greater effort.. so why is this ??
(Her family and my family seem to have the same income so no excuse for that)

It’s what they put on their forms. I know one girl who is actually on work study and financial aid but her mother and her partner are not married. Big house, big vacation house, 4-5 cars, 2-3 suvs, and what she says he makes is unreal. we have a modest house, cars and no financial aid but we tell the truth.
Make sure your parents filled out their FAFSA form.
